Silcore goes on the handle, under the grip tape. It doesn't change the face, the core, or the dimensions certification covers, and USA Pickleball's Equipment Standards Manual lists grip wraps and inserts among the changes a certified paddle can carry. Silicone undergrips have been fitted to pickleball paddles for years without separate certification.
Not meaningfully. The added mass is split between the handle and the throat, so your swingweight spec holds. Static weight goes up about 20 grams. Fit one and put it on your machine — that's the number we'd want you to check yourself.
